CARLOS QUINTANILLA YERENA, MW Grand Master of the MWGL Valle de
Mexico, to everyone that views this document be known:

On May 9, 2003 took place the Extraordinary Grand Assembly of the Grand
Lodge as
ordered by its Constitutio.
The Grand Legal Committe presented to the Grand Assembly with sufficient
elements
of proof the irregularities performed by the Grand Lodge of the State of Low
Californa and after well dicussed this resolution it was aproved by
unanimues vote of
the Very Worshipful Master present at the Assembly and ordering to this
Assembly to
publich the corresponding decree.

Based on Art. 4 section III of the Constitution of the MWGL Valle de Mexico,
the
following decree is published:

DECREE

FIRST: The presentation of the Grand Legal Committe and aproved by the
General
Assembly on May 9, 2003 is published and therfore:

Be it known the non recognition of the MW Grand Lodge of the State of Lower
California due to the violation the XXIII Landmark as well the fourth point
of the
fifth section of the Declaration of Principles of the Laussana Convention,
September
13, 1875.



SECOND: It is therefore  withdrawn from the Grand Lodge of the State of Low
Californa, the Recognition Chart issued in 1933 by this MW Grand Lodge Valle
de
Mexico in virtue that they violated the principals of this Recognition Chart
as stated
in articles 6 and 7 of our Constitutiom, as well numbers 1 and 3 concomitant
to the
Lanmarks.

THIRD: 30 days are granted to the Grand Lodge of the State of Low Californa
since
the publication of this decree,  to render and give back to the MW Grand
Lodge Valle
de Mexico, the Recognition Chart.

FOURTH: It is correct to proceed with the petition of the W Symbolic Lodges:
Tijuana 206, Arquitectura Mora Siete 205, Don Quijote de l aMancha 239, and
the W
lodge of Masonic Studies Antropologia Simbolica V, and therefore to render
to them
the corresponding Charters as well as to constitute a District Grand Lodge
under the
jurisdiction of the MW Grand Lodge Valle de Mexico.

FIFTH: The MW Grand Lodge Valle de Mexico does not recognize the Grand Lodge
of the State of Low Californa as a Regular Masonic Body because of its
recognition
to a Irregular Masonic Body with the territory of the Mexican Republic,
eventhough
that the Grand Lodge of California has in its posetion the original paper El
Mexicano
proof document of the violation of Lanmark XXIII that was rendered in the
hands of
Grand Secretary, Jhon L. Cooper III in the city of Cacramento, California on
friday,
July 26, 2002.

SIXTH: Again the territory of Low California returns with its regular Lodges
that
have so requested, to the MW Grand Lodge Valle de Mexico, their original
jurisdiction. Therefore be it known to this decree to the Grand Lodge of the
State of
Low Californa, to all Regular Masonic Bodies of the American Continent and
the
World for the corresponding purposes.

inour
Masonic Temples of the Grand orient of Mexico, Federal District on May 10,
2003.
